“Equal Access” Advisement and Assessments: In situations where public services are offered in the United States, opportunities must be provided that allow for effective communication with the Deaf and hard-of-hearing and limited and non-English speakers. This is called provision of “equal access,” and it is mandated by law through the Civil Rights Act of 1964 and Americans with Disabilities Act of 1990.
Often, organizations (businesses, government offices, etc.) want to provide “equal access” but simply do not understand how to make it happen.
